From the dataset abstract

The detailed plan map of Helsinki is a combined map of the legally valid detailed plans in the area of Helsinki. The dataset includes both detailed plans and underground detailed plans.

The detailed plan map contains a combined map of the current detailed plans and underground detailed plans in the TIF raster image format divided according to the ETRS-GK25 sheet index (width and height 2 km). The data is divided into approximately 120 separate files.

The sheet indexes used by the city: https://kartta.hel.fi > Layers > Regional Divisions > Map Sheets.

The raster image files have been edited to TIF format in a two-colour version. The ground level plans are coloured in blue and the underground plans in brown.

The plan symbols and regulations of each separate detailed plan should be checked in that detailed plan. The plan symbols and regulations are not included in the detailed plan map.

The detailed plan map is constantly updated on the basis of the detailed plans that have become legally valid. The dataset is maintained by the City Survey Services of the City of Helsinki Urban Environment Division.

The scale of the detailed plans varies between 1:500 and 1:10,000.
